Tube Mill Facility

Three Years and 50,000 Man Hours

JNE was brought in to provide EPCM services for Dofasco de Mexico’s No. 3 Tube Mill Facility, a greenfield project in Monterrey. As part of the site selection team, JNE helped scout out the best locations. We then established access to the primary services, including water, electricity, natural gas and telephone service.

The JNE team had several core goals. Perhaps the most important was to improve upon the high quality and safety standards that were set with the construction of a similar tube mill installation in Canada. It was also crucial to deliver on the promises made by the project team regarding the scope and design of the facility, and doing so on schedule. With these aims in mind, JNE set about the various aspects of construction, including the engineering, coordination and management of the site’s development.

The JNE team procured and expedited the necessary equipment and contracted the required construction services. It engineered the auxiliary utility services such as water and power, and resolved problems of construction deficiency. The team closed out all contracts and purchase orders and organized the day-to-day activities of the site, with special attention to the change management process.

All told, the project took more than three years and involved nearly 50,000 man-hours of construction labor, with the actual building being completed within a year. The facility was finished on time and under budget.
